If the government of Nepal needs a special qualified employee of any service, group or sub-group of any category of civil service and cannot be filled by transfer or promotion from within that service, group or sub-group, by changing the service from another civil service, group or sub-group. If the post needs to be filled, the government of Nepal will have to request it and send it to the Public Service Commission. The government of Nepal will change the service, group or subgroup of the civil servants selected through competitive examination among the civil servants of the same category with qualifications specified in the advertisement published by the Public Service Commission. However, any civil service post of the Government of Nepal is not necessary and the post has been reduced and the post of the service group, sub-group and category that has been reduced is not vacant in any other agency and the employee working in such a post should be transferred to another service, group or sub-group. If so, the Government of Nepal will consult the Public Service Commission and group them into other service groups or sub-groups.
